SENATE CONCURRENT RESOLUTION NO. 25

Requesting the division of environmental protection to coordinate with environmental groups and businesses to devise a plan for the disposal of waste tires and to attempt to find a recyclable use of their material.

Whereas, It has become a common practice for the placement of waste tires in landfills throughout West Virginia; and
Whereas, Waste and used vehicle tires are a valuable resource which may be exploited for the economic benefit of our state; and
Whereas, The placement of these waste tires in our landfills is a reckless waste of our landfill resources and has the further potential to be hazardous to the environment should they catch fire and burn out of control; and
Whereas, It is critical to the environment of West Virginia that the disposal of such waste tires should be by some means other than their placement in landfills and that their proper disposal should be by some means as to recycle their contents and find some market for the recycled contents; therefore, be it
Resolved by the Legislature of West Virginia:
That the Senate hereby requests the division of environmental protection to coordinate with environmental groups and businesses throughout West Virginia to devise a plan for the proper disposal of waste tires, rather than placing them in our landfills, thereby creating environmental hazards; and, be it
Further Resolved, That the division of environmental protection should coordinate with environmental groups and businesses throughout West Virginia in an attempt to find some recyclable use for the products contained in waste tires and generate economic growth in markets where such products are marketable; and, be it
Further Resolved, That the division of environmental protection is directed to prepare a plan for the utilization of waste tires and further directed to develop such program with the chemistry and engineering departments of the colleges and universities of this state; and, be it
Further Resolved, That the Clerk of the Senate is hereby requested to forward a copy of this resolution to the director of the division of environmental protection.
